Error 678: There is no answer.

First check that the POP the user is dialling is not down or busy.

Get the user to dial the POP number exactly as it is listed in DUN and see do they get an answer. If they do then chances are they are dialling extra number in "Dialling Properties". Take out any unnecessary settings from there.
